π Initial Assessment & Planning
Before or immediately after setting up a shelter/camp:
-
Conduct a needs and risk assessment to determine: how many people need shelter, demographics (children, elderly, vulnerable groups), special-needs households (pregnant women, disabled, single parents, etc.).

Choose a safe location / site: avoid flood-prone zones, ensure ground is stable, not compromising safety or future hazards.

Prepare a site plan that includes layout: shelter areas (tents / rooms), separate toilets/latrines, bathing / washing areas, cooking/food distribution zones, waste disposal zones, storage areas for supplies.

Ensure backup or contingency plans for possible population increases (more people arriving), supply shortages, and extended stay.
π οΈ Setting Up & Infrastructure Management
Once the camp is established:
-
Arrange or convert buildings / tents / shelters (depending on what’s available) to provide adequate covered living space per person.

Separate, designated zones or rooms/tents for:
-
Sleeping / living
-
Cooking / communal kitchen (if food is cooked onsite)
-
Storage (food, water, medicines, supplies)
-
Sanitation: toilets / latrines, bathing and washing areas.

Medical / health: a small clinic or first-aid room, particularly for vulnerable people (pregnant women, children, elderly, sick).

Ensure clean water supply, hygiene & sanitation β access to drinking water, waste disposal, drainage (especially if area still flood-prone).

Keep escape routes, entry/exit paths clear and well-marked.
π Day-to-Day Camp Management & Coordination
During the operation of the shelter/camp, a management team (or committee) should handle the following:

Maintain registers / logbooks of all persons/households in the shelter (names, number of people, special needs, arrival date).

Keep records of supplies coming in and going out β food, water, medicines, relief items, cash donations β to ensure transparency and avoid mis-management.

Schedule cleaning and maintenance: latrines cleaned several times a day, waste bins managed properly, shelter area kept hygienic.

Provide regular health support: First aid, access to basic medicines, check-ups especially for vulnerable people (children, pregnant women, elderly).
-
Ensure security & safety β avoid over-crowding, manage conflicts, protect property, avoid risk from contaminated water, disease outbreaks, theft or other hazard.

Coordinate with authorities, NGOs, local government bodies for supply, health help, sanitation resources, donations.
π₯ Special Care & Protection for Vulnerable Groups
Shelter management must pay special attention to:

Women, children, elderly, people with disabilities, pregnant women etc. β ensuring privacy (e.g. separate zones for females, mothers), safe sanitary facilities, and medical support.

People needing medical care β provision for a separate space for treatment or quarantine if needed.

Transparent and fair distribution of resources (food, water, non-food items) β avoiding any discrimination or inequity among camp residents.

Set up a camp management committee (or similar) including representation from affected people (men, women, minority, vulnerable) to involve them in decision-making.

Ensure coordination with external agencies (government, NGOs, health agencies) to supply resources, assistance, support services.

Plan for longer-term shelter solutions or exit strategies β either return home when safe, repair homes, or relocate β and plan phased transition.

Keep track of environmental impact (waste, sanitation, local resource use) to avoid negative effects on host community or land.
Responsibilities:

1. Overall Shelter Coordination

Oversee daily operations of the shelter or relief camp.

Ensure smooth functioning of all areas: sleeping zones, food distribution, sanitation, medical support, and security.

Maintain communication with authorities, NGOs, and volunteers.
2. Registration & Record-Keeping
-
Maintain accurate records of all residents (names, family members, special needs, arrival date).
-
Track supplies, donations, and relief materials coming in and going out.
-
Keep logs of incidents, complaints, or any emergencies.
3. Resource & Supply Management
-
Ensure adequate stock of food, water, medicines, and hygiene products.
-
Coordinate supply deliveries and distribution schedules.
-
Monitor usage to avoid shortages or wastage.
4. Safety & Security
-
Ensure shelter safety: prevent overcrowding, monitor fire hazards, maintain safe exits.
-
Coordinate with security personnel or volunteers to maintain order.
-
Implement protocols for emergencies (e.g., floods, medical crises, fire).
5. Health & Sanitation
-
Ensure access to clean drinking water and functional sanitation facilities.
-
Oversee hygiene practices in shelter: latrine cleaning, waste disposal, mosquito control.

Coordinate first-aid and medical assistance for vulnerable groups (children, elderly, pregnant women, disabled).
6. Volunteer & Staff Management

Assign tasks to volunteers (distribution, cleaning, registration, assistance).

Train and guide volunteers on safety protocols and shelter rules.

Monitor performance and resolve conflicts among volunteers or residents.
7. Communication & Reporting

Keep residents informed about schedules, rules, and updates.
-
Report to local authorities or disaster management agencies on shelter status.

Document challenges, incidents, and resource needs for post-disaster review.
8. Special Care for Vulnerable Populations

Ensure privacy and protection for women and children.

Provide extra support for people with disabilities, elderly, and sick individuals.

Monitor their well-being regularly and address needs promptly.
9. Exit & Transition Planning

Plan for residentsβ safe return home or relocation.

Coordinate support for temporary or permanent housing solutions.

Ensure belongings are returned and shelter is cleared responsibly after evacuation ends.
