  • Conduct a needs and risk assessment to determine: how many people need shelter, demographics (children, elderly, vulnerable groups), special-needs households (pregnant women, disabled, single parents, etc.).

  • Choose a safe location / site: avoid flood-prone zones, ensure ground is stable, not compromising safety or future hazards.

  • Prepare a site plan that includes layout: shelter areas (tents / rooms), separate toilets/latrines, bathing / washing areas, cooking/food distribution zones, waste disposal zones, storage areas for supplies.

  • Ensure backup or contingency plans for possible population increases (more people arriving), supply shortages, and extended stay.
